April in Washington opens with the National Cherry Blossom Festival, as eager tourists converge on the Capital's Tidal Basin to view that marvelous spectacle. Regrettably for most congressional and executive branch personnel, they miss the show-being so occupied with the mundane but essential work of maintaining the national health and welfare.
